Public Works Engineering Division
Engineering staff is responsible for the planning, design and construction management of the capital improvements and maintenance projects programmed within the Capital Improvement Plan. Staff services are supplemented by outside consultants as necessary. Engineering also administers work within the right-of-way and Village easements. Traffic engineering and maintenance of the benchmark system also fall within the responsibilities of the Engineering Division. Community Development and the Engineering Division work jointly on stormwater management planning and design. Lombard is a partial waiver community. The Village's Specifications Manual provides notes and specifications that are used for the construction of public and private, projects. The Engineering Division also provides General and Special Provisions for the preparation of contract documents developed for Public Works run projects.
Consultant Short List Selection Process
The Village of Lombard utilizes Quality Based Selection (QBS), which is a process required by State and Federal law for the selection of professional services. Public Works utilizes an initial selection committee represented by Administration, and the Engineering, Utilities, and Operations Divisions. Votes of this group establish an initial list of approximately a dozen firms from all of those firms that have expressed an interest or have performed past work for the Village. Those selected firms are then invited to respond to a Request for Proposals (RFP). The same group then scores the received proposals to select the top-ranked firms. These firms then comprise the shortlist for the next few years. Questions and Statements of Qualifications (SOQs) may be submitted to the Assistant Director of Public Works, David Gorman, at gormand@villageoflombard.org.

Lane Closures for Private Construction Activity
Contractors that need to close a lane or roadway for private construction activity must submit an online request at least three business days before the proposed start date. Village staff will review the request and approval or denial will be provided by email response.
Prevailing Wage Rates
The Illinois Prevailing Wage Act (820 ILCS 130/0.01 et. seq.) requires the Village to establish the prevailing rate of wages for laborers, mechanics, and other workers employed in performing public works projects for the Village.
The Village Board of Trustees on June 21, 2018, approved Ordinance 7537 ascertaining the Prevailing Rate of Wages for Laborers, Workers, and Mechanics employed on Public Works Projects in the Village of Lombard.
