Redistricting

Redistricting is the process of redrawing the boundaries of voting districts based on changes in population. It occurs every 10 years following the United States Census and is governed by state law. Local redistricting determines which households in the Village are grouped together into districts that elect the Village Board of Trustees.

State law requires there be no more than a 10 percent deviation in population from one district to another. By making sure no two districts have more than a 10 percent population difference, redistricting can help ensure residents have fair and equal representation on the Village Board.

2022 Approved Map

Redistricting Process

Based upon the district boundaries adopted in 2011, the population breakdown was as follows:

As a result of two new large multi-family homes adjacent to Yorktown Mall, substantial population growth in District 3 caused the total population of District 3 to exceed the 10% maximum allowable deviation allowed for a district. For this reason, the Village Board was required to discuss new district boundaries that more evenly distributed the population.

Per State law, the Village was required to adopt the new boundaries no later than August 18, 2022. This is based upon the first day to circulate nominating petitions for the 2023 election cycle. However, as a matter of principle and past practice, it was strongly recommended that the ordinance approving the new boundaries be adopted much earlier for transparency and communications purposes.

Village of Lombard Redistricting

On December 2, 2021, the Village Board of Trustees held a workshop to discuss redistricting requirements, review potential map options and provide direction to Village staff. Prior to the workshop, Village staff prepared four sample maps depicting several different map options for the Board to review. The primary objective of each map was to ensure that the population numbers for each district were within 741 persons as required by State law.

While reviewing the various map options, Village board members did not express any interest in seeking specific boundary changes based upon known addresses of citizens. On the contrary, the consensus of the Board was to have the redistricting process be as open and transparent as possible and free from any political influence over how the maps would be drawn.

Accordingly, the Board unanimously supported proposed map Option 1 for the following two reasons:

It displaced the fewest number of residents in comparison to the other options presented.
The boundaries were the most consistent with the existing boundaries

Slight revisions to the map option initially recommended were requested in order to meet contiguity requirements in the area of Finley Road and Wilson Avenue. Staff was directed to modify the map accordingly.

The Village Board reviewed the newly proposed revised district map at a February 3 Board Meeting for first reading, and approved the 2022 Village District Map (PDF) at a Board Meeting held on February 17, 2022.

Frequently Asked Questions

Why did the Village redraw the districts?

As a district-based community, the Village of Lombard is required by State statute to review the population distribution following each census. The purpose of this is to determine if there was any kind of substantial population growth or shift that would cause the district populations to fall out of balance. Specifically, to ensure no two districts have more than a 10% difference in population. By making sure no two districts have no more than a 10% population difference, redistricting can help ensure residents have fair and equal representation on the Village Board.

How did the Census impact the districts?

According to the 2020 U.S Census results, the Village of Lombard's total population increased by 1,281 persons for a total population of 44,476 residents. Given the increase, the ideal district size was 7,413 residents. Since each district must meet the 10% threshold, no two districts may have a difference of more than 741 persons in total population. The greatest population increase was reported in District 3, due to two new large multi-family complexes adjacent to Yorktown Mall which led the district to exceed the 10% maximum allowable deviation. As a result, the Village Board was required to discuss new district boundaries that more evenly distribute the population.

What districts were redrawn as part of the Village redistricting?

The Village of Lombard redistricting process only impacts Village of Lombard Trustee districts, boundaries, and maps. The proposed Lombard district boundary changes did not impact federal, state, township, park, school, or library district lines, nor voting precincts or unincorporated properties.

Did redistricting have an impact on our school district?

No. Redistricting did not impact local school district boundaries. The Village redistricting only impacts the Village of Lombard district boundaries for purposes of Trustee representation.

How was the proposed map decided on?

Village Staff provided sample maps encompassing various priorities for Village Board consideration. The Village Board of Trustees held a workshop to review the proposed maps and unanimously supported the direction to meet the redistricting requirements while minimizing the number of individuals displaced from their current districts as well as to maintain the most consistency with the existing district boundaries.

What was the process?

Village Staff created four map options for Village Board review and consideration. At a December 2, 2021 workshop, the Board reviewed the proposed maps and unanimously expressed their support for Option 1 which displaced the fewest number of residents and maintained boundaries that were most consistent with the existing boundaries. The Village Board also requested communication to the public occur in January 2022 to provide residents notice and an opportunity to share feedback and comments prior to any Board action in February 2022. On February 17, 2022, the Village Board approved the 2022 Village District Map (PDF).

What was the timeline for this process? When did new boundaries go into effect?

New district boundaries went into effect upon approval by the Village Board on February 17, 2022.

With respect to voting, in the event that your District changed, you will vote for Trustee candidates for your new District beginning with the 2023 consolidated elections (i.e., February 28, 2023 primary election and April 4, 2023 general election).
