1) For a Product to be considered acceptable, the Product shall:
a. Have been successfully installed in a minimum of 500,000 linear feet of pressurized potable water transmission and/or distribution system in the U.S. and/or Canada;
b. Have been manufactured continuously for at least five years;
c. Be produced by a manufacturer that demonstrates sufficient in-house engineering support and manufacturing quality control (as demonstrated through a comprehensive quality control program);
d. Be able to be repaired or new appurtenances added to the lined main without the use of end seals or proprietary couplings.
2) For the Lining Contractor to be considered acceptable, the Lining Contractor shall:
a. Be certified by the CIPP liner manufacturer that the Lining Contractor is a fully trained user and qualified installer of the liner method;
b. Have had at least three years active experience in the commercial installation of the product proposed;
c. Have successfully installed at least 100,000 linear feet of the proposed lining product in pressurized potable water transmission and/or distribution mains in a commercial collector or arterial corridor. A minimum of three municipal references from these projects shall be provided;
d. Assign only experienced employees to this project;
e. Certify that the installation of the product will be done in accordance with the manufacturer’s recommended procedures.
3) For the Temporary Bypass Main Contractor to be considered acceptable, the Temporary Bypass Main Contractor shall have provided bypass water main with services within a commercial district on at least 3 projects (provide references from these projects).
A mandatory pre-bid meeting will be held in the Board Room of the Village Hall at 10:00 am on February 4, 2016. Bids will not be accepted from any prospective bidder who has not had a representative present at the pre-bid meeting and has not had the Pre-Bid Attendance Form signed by a Village Representative at the end of the meeting.
