Water & Sewer Billing
The Village of Lombard provides water and sewer services for residents and businesses in the community. The Village's Finance Department manages water billing services and staffing. The maintenance of the Village's water and sewer system is managed by Lombard Public Works.
Payment Options
The Village of Lombard offers convenient options for water and sewer customers to pay their monthly bill. There are no fees for any payment options.

You can register to have your monthly bill emailed to you by signing up for the WaterSmart Portal. Once you log in, click on Settings>Communication Preferences, then set your Bill Delivery Method to email.

Cross Connection Control Program
- On all non-residential accounts, there will be a charge of $5.10 per billing period to cover the costs associated with the Federal and State Cross Connection Control Program.
- Federal and State regulations now require all water providers to implement a Cross Connection Control Program. This program will ensure the safety of the public drinking water supply by preventing what may possibly be contaminated water from commercial and other buildings from flowing back into the public system.

Use this form if you are a resident, property owner, or a business and are moving out of Lombard. We do not have transfer stamps. The final water bill can be paid within 30 days of moving out. Lombard does not require the final bill to be paid at closing.
Visit the Village's WaterSmart portal and fill out the Move In or Out of Lombard form.

Getting Started With a WaterSmart Portal Account

Set WaterSmart Portal Alerts and Resolving Leaks

If your water service has been disconnected for non-payment, the final amount of the bill plus a turn-on fee must be paid to restore service. No personal checks are accepted for this service. To make an online payment, please call Customer Service at 630-620-5920.
Non-Payment (Delinquent Account) Turn On/Off Procedures
The Billing Department mail a disconnection notice with a final payment date listed prior to disconnection. In addition, the Billing Department attempts to make a reminder phone call to the primary number listed on the account before disconnection of service. All delinquent payments must be received by close of business (4:30 p.m.) on the date listed on the disconnection notice.
A list of the delinquent accounts is generated by the Billing Department. The list is given to the Water Department staff to create a route for disconnection of water services. The Water Department staff disconnects the water service to all residents on the list. After all turn-offs are completed, the Water Department will begin to reinstate services on those accounts that have made the appropriate payment. Payments are accepted and updated as received. This process will continue throughout the day so that customers who pay by close of business (4:30 p.m.) will have their service reinstated that same day. If you make a payment after 4:30 p.m., your service will not be restored until the next business day; once verification of payment can be made. Payments CANNOT be accepted in the field by the water service person. Please review the payment options.
NOTE: Utility Billing Staff can be reached by phone (630) 620-5920 between the hours of 8:00 a.m. and 4:30 p.m. Please contact the office by phone when making an online payment to verify receipt of payment.
If your water services have been disconnected for non-payment, DO NOT turn the service on yourself. This is considered an ILLEGAL TURN-ON. Water service found turned "on" illegally is subject to a $750.00 daily tampering fee. Service will not be restored until the account balance and any additional fees or damages are paid.
If there is a water-related emergency during business hours*, please contact the Water Department at 630-620-5920. For all after-hours** water-related emergencies, call 9-1-1 for assistance. The after-hours emergency number is not intended for service restoration due to non-payment terminations.
* Regular business hours are Monday thru Friday 8 a.m. to 4:30 p.m., excluding holidays.
** After-hours are Monday thru Friday after 4:30 p.m. or prior to 8 a.m., weekends, and holidays.
