Strategic Plan

The plan serves as a blueprint and guide for Village operations, focusing on identified, clear, and collective goals. As an organization, the Strategic Plan has been adopted to help prioritize resources and facilitate management decisions that target these desired outcomes. As a community, the Strategic Plan provides a shared vision for Lombard and a basis to identify, evaluate, and communicate progress on results.

The 2026-2029 Strategic Plan consists of five (5) strategic priorities, identified as of greatest importance to the Village of Lombard over the next three years, as follows: 

  1. Increase Fiscal Strength
  2. Improve Operational Effectiveness
  3. Broaden Communication and Engagement
  4. Expand Economic Development
  5. Modernize Infrastructure System

Associated with each priority is a set of desired outcomes, key outcome indicators, and performance targets, describing expected results and how the results will be measured. The plan also includes strategic initiatives that will be undertaken to achieve the targeted outcomes. 

The implementation of the Strategic Plan by the Village will span over three years. Ensuring the alignment of the Strategic Plan with the Village’s budget process, capital improvement plan, important policy decisions, economic development initiatives and public safety priorities will all be key measures of success.
